A further previous consultant BBC consultant examined by the panel, Caroline Daniel, says she views the BBC extremely earnestly and that it operates a "persistent practice and vigorous discourse" regarding fluid and multifaceted issues.

"Was the BBC willing to conduct a thorough discussion and debate and implement changes?" she questions. "As I see it, indeed, they were."
